[cmake] vcl folder not found

Issue: Cmake build throws an error since the vcl folder is not present copied.

Steps to reproduce: build-> ccmake .. (enable vcl) -> configure

**Possible resolution: ** give explicit path during cmake config or set path in FindVCL.cmake
