FindVCL.cmake bugfix

For issue #117 (closed) #118 (closed) Changelog:

  • Added VCL under the externals folder (hiflow3/externals/VCL/)
  • set VCL_INCLUDE_DIR in (cmake/FindVCL.cmake)
  • change Vcl to VCL in find_package args (cmake/FindVCL.cmake).
